Our response to the draft London Plan consultation

Following the publication of the draft London Plan on 16th July, we are working on an in-depth response which to the proposed policies which will have an impact on London's green space and waterways. We will share this response in due course.

In the meantime, we welcome the publication of the draft London Plan. National planning policy has changed since the existing plan was adopted in 2021, and London is in need of an updated planning framework.

Initially, there are elements for which we would like to express support and others which require further clarification. Primarily:

A. We are pleased to see that protections for biodiversity and important sites for nature remain included in the draft Plan


B. Strategic greenbelt release must be balanced with strategic planning for nature 

What is the London Plan?

The London Plan provides the framework for planning for the whole of London. The draft plan, now out for consultation, sets out the policies and proposals which will guide London's growth through to 2050.

The Plan sets out policies relating to a wide variety of issues, including how new development should be designed, the type and number of new homes that should be planned for, the improvement of London's travel and the future of London's green spaces.

The London Plan forms part of every borough’s development plan, meaning that it must be taken into account when planning decisions are being made in London. Boroughs’ own Local Plans also need to be in ‘general conformity’ with the London Plan, which is turn must follow national policy.

The consultation timeline

In 2025 the Greater London Authority (GLA) conducted an earlier consultation that informed the Draft London Plan. The GLA are now seeking your view on the current draft before it is examined and finalised.

The consultation opened on 16th July 2026 and will close at 5pm on Thursday 15th October 2026.

Anyone can take part, including residents, businesses, community groups, boroughs, public bodies and other organisations.

You can respond to the whole draft plan or only the sections that matter most to you.

During the consultation period, the GLA are hosting a series of events that provide an opportunity to help Londoners understand the Draft London Plan and ask questions before submitting a response.  Find out more and register for each event:

After the consultation closes, the development of the London Plan will then continue with the following stages:

2027: Examination in public
Early 2028: Adoption
